Here is their actual stance on the matter on The Arreat Summit: You are just not allowed to go in and out of games too fast, and if you do so – you can get locked out of battle net for certain amount time, that’s all. Blizzard just don’t officially support it, but they never said it’s forbidden, or that its’a bannable offence. But you already knew muling was forbiden.
